And people may be extremely tired or had a few (too many) drinks (which can be a reason people choose casual instead of rated games to play).

Few days ago I unexpected played a mini match against a FM (2400+), casual games.
If you look at the games (see cross-table) you can see that the player has skills and plays good but not at their best.
