1.1.2 for a blitz game all the moves must be made in a fixed time of more than 3 minutes but not more than 10 minutes for each player; or the time allotted + 60 times any increment must be more than 3 minutes but not more than 10 minutes for each player.

1.2 Games where the players have different playing times are not rated.

Actually I am 1750 Fide but I don't know why most 1700s are 2200 and I am 2300 so I should have more potential right?

Kinda depends. At best all these approximations are at best +-200 points accuracy . SO yes you can be stronger.
I checked my friend from my local club he is bit short 2000 FIDE and shy over 2000 here. So you can spot on as well or way off.

It also depends on which country you're in. Federations with regular FIDE tournaments will often have 1900s who are 2200 in lichess. However in a lot of federations where there are strong players but limited tournament opportunity, especially in Asian countries, 1500-1600 FIDE rated players have 2000+ lichess/chesscom elo. Because 1600-1700 is the new 1900 in these countries, it's pretty difficult to gain elo in tournaments against underrated players.

FIDE ratings are weird right now. They did a big adjustment recently. I am USCF 1300 and FIDE 1700 because I went to a FIDE tournament and played a bunch of people who's ratings got bumped up by like 300 points.
