Why draw?

Why is this accepted as a draw?

I need a little explain. Please someone give me an answer.

White has a little advantage because white moves first. So if the game would look like this for example:

It would be unfair for black if white just wins because white moves first. So just remember: If black immediately after white gets to the 8th rank the game is a draw.

BUT if white would get to the 8th rank after black, black wins
